Maybe some German collector or someone that knows can help me out?

We (me and a Dutch collector) are looking into the illegal part of gambling in Europe and have found some nice examples of "how the house always wins".
This specific roulette has also a hidden part but I will not spoil the fun of telling how it works.

The wheel has been used in Germany and was transported from that region to the Netherlands.
It's now back in functioning mode.

So if anyone can find information of the timeperiod and use that would be great!
