These were issued 30+ years ago, so my memory is a bit clouded.
Here's my recollection though. There's 2 varieties: No Cash Value (1991) and then Non-Negotiable (1992). Both Chipcos - correct.
I did get each of them in person, as I was making annual trips to Tahoe in that era. Here's the process as I recall --
You would go up to the cashier's cage (or maybe a separate "hospitality" window, also used to make show or restaurant reservations? -- right there at the edge of the casino floor) and exchange $20 cash for 4 x $5 chips (just rack chips, I think) plus you got a one of these chips.
You bet it at the BJ table with your regular bet ($5 minimum tables). If you won, they paid off $2 to you and kept the special $2 chip. Lose and it's gone. Seems that they had a couple of tables designated as "party" tables. What we would call a "party pit" today. That was around the time that their advertising slogan was "The Party's at Harvey's."
You may have needed to sign up for the promotion, like you do for Win Card chips, so it was a one-time only per customer program. Not totally sure on this aspect, but it was one-time only.
Of course, I kept mine!
