Here in Vegas, if a roulette player wants to use denominated rack chips, AND a 2nd player wants to use denominated rack chips, the dealer will let the earlier player pick a denomination and the 2nd player must use a different denomination.

Or, they can both use denominated rack chips, but one player can only make inside bets and the other can only make outside bets.

I see this all the time at The Orleans.
