see the most current change. This means that if any data point for an entry is changed (updated) then that Admin's name is recorded for the 'who last touched' the listing. If mold, or denomination, or, again, any data point, is changed, other Admins will only see who last touched the entry. But that is no guarantee that that was the Admin who changed the chip image, as a subsequent, non-image update may have happened since the image was updated.
However, Charles Kaplan can track backward. I would suspect that in this instance, he has likely done that and will be handling the situation internally. Especially since there are several, non-notorious reasons, as to how this can occur.
I believe it is safe to say, that if anyone sees a similar situation, just send an email to Charles, or make an Update Submission, stating in the comments section, what you believe to be an error or mistake. While Update Submissions do go to the assigned area Admin, all of them also go to Charles.
As an Admin myself, I do know that Charles, along with Albert Scalzo (ChipGuide Admin Supervisor) have in the past issued instructions/directions to the Admins that it is ChipGuide Policy to NOT scavenge images from the internet.
