What the path is for these to be sold to the public. Caesars or Rio physically had these in a vault some place. A dealer has to find the right dept and offer to buy them for some large amount (enough to make it worthwhile).

Now a dealer is sitting with a gazillion of them, slowly trying to sell them at the highest prices, trying not to saturate the market.
