Between this and PhotoScape, it's a matter of what feels best and what you are more comfortable using. If it's not clear I'm an obvious Irfanview fan and user.
Apparently PictureIt and modern Windows just don't work together anymore.

Just a note, my favorite more photo oriented editor is Elements. (and I do have certified cousrses in Photoshop) As of 2025, the license is no longer "lifetime" (thank you Adobe) I run Elements 7, Elements 10 and Elements 2020 that I bought, and they still work fine on Windows 10 or 11. But none of those or many other more expensive and complex photo editors, do a circle crop as well as Photoscsape or Irfanview.
I have CC Photoshop, Lightroom and Illustrator, also CS3 and CS5, but when it comes to quick and easy, Irfanview is what I go to. You can scan, edit, crop, resize, rename and more than I could list, with IView. I'm not saying Photoscape is not as good, or lacking, just that the one I know is free, opensource, still updated, and does any simple image manipulation that someone could need.
