Was it a traditional thing for the "50" to be the largest size chip in some sets? Why?

These two came from a New York State set where the"25" was larger than the "100" as well and all Seymour wrote about was this Chip. I'm not even sure if he mentions the size; 1 15/16 inches.

I'm not sure where both chips went after I sold them. Both were on exhibit at FUN, prior.
