It does look like the $100 LV Hilton chip you reference, except no inlay.
Question: Is the chip's edge smooth, or does it have a ridge in the middle, as if not a "finished / polished" chip? Sometimes, prototype chips may have this type of ridge. (But prototypes can also have finished edges too.)
Also, it may have been made during the chip's development/pre-approval process, intentionally without the inlay. Such chips can be requested and used by casino security to make sure it's easy to identify by the eye-in-the-sky security department. This was likely produced in 1975, prior to ceiling cameras, when they had real security people in the ceiling behind one-way mirrors!
It may have been produced like this in a small quantity (that is, not necessarily unique), but likely not large quantities either.
It's a nice find, IMO!
