Thanks for all the comments -- I asked for agree or disagree. The post was merely a "what if" exercise, not something I was planning to do, or even advocating doing.
I do find some -- not every one, but probably many -- of the fake/fantasy/souvenir chips that have been made to have some level of concern in the hobby. Open & close dates aren't enough, IMO, as they're not obvious warnings to the casual buyer/collector. (Curiously, a genuine Stardust DOES have open/close dates on it!)
As John B. suggests, following the HPA IS a good idea, even though it doesn't specifically apply to chips. What it DOES require for coins is an obvious incused stamping that says "COPY" in a plain-to-see sized lettering.
That's why I added an OBVIOUS inclusion of "Tribute" or "Fantasy" wording, plus the open/close dates as part of the inlay artwork. Personally, I prefer those words over "COPY" that coins require.

You rarely, if ever, see those words on problematic chips that exist out there.
Another alternative I have seen is "Commemorative Edition" as in the Cactus Pete's chip below (from ChipGuide). I think that's also an acceptable way to produce a non-confusing tribute.
Just trying to clear up my personal position on OK vs. non-OK chips that aren't the real McCoy.
