I don't know the history of the Outlaws Card Parlour that you posted, but when I saw those chips, my first thought goes to their location: Atascadero, CA. That's the location of the state mental hospital. Including a secure (i.e. prison) wing that houses some inmates judged criminally insane. A special kind of outlaw?
