The note on back says Governor & Herbert Ladd 1943.
Well, Herbert Ladd was a Governor of Rhode Island, back in the 1890s.
So the guy on left could be his son? If so, maybe he's a pal of the then-current Governor of RI in 1943. His name is J. Howard McGrath. Maybe the guy on right?
