There are places which took existing chips from other locations and put a sticker on them for their own use. Different locations, different owners. So, unless you have some evidence, you cannot assume they are from the same place. Of course, they could be from the same place, and they are labeled the same from the prior owner of the chips, but I wouldn't take on its own that as being decisive.
