This is likely reason for unsorted deck...

To have the Dealers, or any other employee sort cards, adds an extra cost of labor for something that is of no added benefit to the casino. So, unless the Gaming Jurisdiction has a requirement to sort (and some do) then it is typically not done and a Dealer will simply reinsert the active deck back into the box. Actually, since the Dealers in most cases don't have the empty box sitting at the table, I'll bet that the Floorman does this. However, I will also bet that the Dealer will count the cards before they go into the box.

Hence, you got an unsorted, but complete, set of boxed cards.
