Notice the handheld scanner. If you sit down to play and have a TITO, they scan it and give you chips. When you leave, you can get a TITO, or just take yiur chips.

They prefer to issue a TITO, as it reduces labor and time for chip fills, but they do not force you. The paigow and bacarrat tables are also fitted with this TITO capability. Craps and roulette tables are not.
