There's a variant of this chip with the cent sign scratched off. See ChipGuide chip:

When done skillfully, the scratch isn't too noticeable. Supposedly, some fast-buck artists would go to the LV airport and chat-up an arriving passenger with the story that they were about to board an outgoing flight, but forgot to cash in this 25 DOLLAR chip from The Mint. Offer to sell it to the arriving passenger for $10-$15 dollars, or whatever they could negotiate.

I can't verify the story first-hand, but these "scratch off" chips are out there in some quantity. I have one. Anyway, it makes a good story.
