have WIN CARDS chips in their collections, I do believe that Ron Clewell has the most complete collection and knowledge of the WIN CARDS Program, followed by myself, as we were independently in contact with the Program's creator, Ted Gottlieb of Lake Tahoe, over the years.
According to Ron, Ted officially closed the business (Gaming International) in 2022. However, several casinos that were already offering the Program to customers continued offering WIN CARDS packages to customers for some time beyond that closure. I believe that Circus Circus and Excalibur were the last casinos offering the Program, and according to Ron, Excalibur's "5 NCV WIN CARDS" chips were the last of these types of chips manufactured.
Over the life of the Program, Ted did not always know when casinos implemented the Program, nor when they stopped. To confuse records keeping even more, participating casinos were not obligated to obtain "WIN CARDS" branded NCV chips and could have their own manufactured, or just use their preexisting NCV chips. The Four Queens started their Program with in-use "Four Queens" "1 NCV" chips, while their "WIN CARDS" branded chips were on-order. This happened for both the 1 and 5 NCV chips.
Unlike the chips, casinos had to order "WIN CARDS" strategy cards through Ted, as generic cards, or branded cards with a casino name on the cards. The generic versions were cheaper, and not a lot of casinos ordered the branded versions. In the early days of the Program, a "Dealer's TIP Chip" was included in the packets (1 per packet) but in later times, pink-colored, paper coupons replaced Tip Chips. In his sales efforts, Ted would create tri-fold brochures to demo the packets, or, he would receive an order to have some printed, but the casino(s) changed their minds about implementing the Program. We see WIN CARDS tri-fold brochures from time to time, for which there is no record or evidence of "WIN CARDS" chips, Tip Chips/Coupons, or cards.
