As I understand it, an AC chip is always redeemable for face value, either from the casino (if open) or from the NJ Casino Control Commission (if casino is closed). If this is correct, then the liability for unredeemed chips (i.e. in collector's hands, etc.) must transfer to the new owner, so it would make no difference if new chips were issued or not. (This assumes that an insider chip scam did not occur in which the former owners ordered off-the-books supply of chips. Not likely with the reputable manufacturers and licensed owners involved with today's NJ casinos.)
