Obviously, these chips are slabbed. Even without grades, they are in a "slab". NGC and other certification services place collectibles in "slabs", not necessarily with a grade on them. Sometimes they are "slabbed" just to confirm authentication or for pedigree. Some silver dollars are in NGC slabs from the BINION Collection with no grade on them. In that case, they are certified that the coins came from the Binion hoard. Most slabs do have grades on them. David says these particular chips are graded on the back. In any case, any chip or other collectible housed in a plastic holder from one of the certification services is certainly a "slabbed" item, with or without a grade on them.

Steve, a major tenant of anti-slabbing for chips..
It is a slab..because you have to pay NGC or PCGS
Also, I've been told if you cant remove the item
