Is This Considered Slabbing?

I would say NO, since it isn't graded..more like a presentation piece..has anyone ever seen this for sale?

Steve, a major tenant of anti-slabbing for chips..
It is a slab..because you have to pay NGC or PCGS
Also, I've been told if you cant remove the item
