Yes, casinos are making money on LE's.
Yes, money is the reason some casino's issue LE's.
I doubt if you were around the hobby in 1994 & 95, when the collectors & dealers were begging the casinos to please issue some LE's. LE's are responsible for a big part of the growth in the hobby. No one has to buy them.
