I was going through some illegal/UFCs that have been acccumulating on my desk and when I spotted this, I figured I'd take the Preserving Gaming History site for a spin. (Thanks for making it possible.)

So, my question is, with a chip order as indicated on this one card, what would you think was going on? An illegal operation, or home gaming?
