This card does have a magnetic strip on the back. It also reads HARRAH'S PRIVILEGE CARD " The person named on this card may be entitled to check cashings privileges. Celebrity circle membership, or marker play at Harrah's Lake Tahoe"
I guess this was a credit card. It seems to me I've had it for more than 15 years.
