I recall that they won't let you designate any future payments as gifts if they suspect you have done so dishonestly in the past for fee avoidance. Did you ever get a notice to that effect? .... ..... ....
I don't know if this is involved: PayPal charges fees if the gift is made with a credit card (maybe debit card too).
