Regarding the Casino Royale chips, I look at the 1992 date as the date the chips were first issued (new). Those chips can be picked up as long as the rack is out, and the casino is open, but chips picked up in 2002 will not be in as good condition as those collected in 1992. That being said, it is possible to find an occasional excellent condition chip in a stack of worn chips sometimes. And casinos do reorder identical chips many years after the original example was issued. If the reissue can't be distinguished from the original issue (i.e. a slant-cent sign vs. a straight-cent sign; new color shade variety, etc.) then a chip collected in new condition 10 years ago is worth no more than its reissue counterpart that hit the tables last week.
While casinos do reissue older chips, or un-retire previously out-of-circulation chips from time to time, it doesn't happen often enough to worry about for me. I would rather pick up new chips, in new conditon, as issued, rather than risk an unplanned closure or a rack being pulled unexpectedly.
