I am looking at the collector's point of view. IMHO, If you cannot get a chip from the casino, then it is obsolete.

If you cannot convert the chip into cash at the casino, either because the casino is closed or because of the 120 day rule, the chip is also obsolete.

As a casino employee, you are being too technical.
