I don't think there's any evidence they were actually delivered to Hawaii, though. I had not heard about a private club on the Island that might have used these. I think they were made as samples of what could be done in brass-core for advertising. I have about a half dozen of advertising oversize chips that came from Mel/Dean a number of years ago. Size and cost wouldn't seem to be appropriate for private card play. Also, I've only seen your chip in black; no other colors which would have been needed for a game.
