The only problem with the Large Envelope rate is that the contents need to be bendable also since it goes thru the cancelling machine. Sometimes a chip will seem bendable and others it doesn't. The Post Office just doesn't have its act together. When I filed my complaints about 2 years ago the first step was to talk to the local postmaster. She admitted that she didn't even know what the current rates were!!! And even though I had the problem raised to the next level and won it still didn't solve the problem. The Regional people just told my area post office to charge me what ever I wanted instead of actually educating them as to what the proper rates should be. Your government at work!!
