Just like insuring the uninsured motorists; doesn't mean every newly insurered motorist is going to have an auto crash...
Even Medicare doesn't pay for yearly exams...
Even diabetics under Medicare don't go to have their toenails trimmed every 60-days (which Medicare suggests and pays for)...
But these are just FACTS... No GlennBeckerishness here. 
I would like to see the 72-hour language, though... I bet there'll be some real goodies in there for all.
