Hard to tell what is was made for. Couldn't have been a lot of them or someone would have seen one before. Maybe a setup chip for the hotstamp press? Maybe an approval chip for the 20th Century mold? Maybe just an error in getting the wrong blank when making a batch of H&C samples?
