Those chips were thought to be of European origin, most likely from Spain,a very significant number of these have been found in Cuba, mostly in Havana. The reverse has a 5, a very important number, because by turn of the century the Cuban peso was 5 Spanish pesetas and a large number of these chips from Spain came in the denomination "5" to be used as "1 peso.These have been found in Cuba with early century chips from Europe and Cuba, and most serious Cuban collectors have them in their collections, as clearly they were used there for some time.
Pre and turn of the century European chips were brought to Cuba and eventually the designs continued in other Cuban chips, either identical or very similar. Some of the most common are the bone overlapping CE which was used and made in Spain and then brought to Cuba and used for some time in the Casino Espanol de la Habana. Another is the famous crossed C chips, which I saw in one of your scans as coming from France in MOP from last century. The same design continued to be present in different type of chips up to the 40's from a casino yet to be identified. This chip has been erroneously connected to the Copacabana.
