It is the lack of "grain" that makes them appear to be ivory (or french ivory or celluloid). It is hard to tell with all the etching. I'm not sure what they are but they do not appear to be bone. The chips appear to be scratched using a awl type instrument rather than carved using a V-shaped instrument.
