It would be tough to build an illegal collection of any completeness while focusing on condition. If you want a particular chip you may have to settle for the condition that's available. Often large lots of chips hit the market in comparable condition, so there are some chips that every example looks like it's been through a washing machine. Another chip may come in really nice condition...and they're pretty much all nice. I'm generally happy if I can read em!

I think most illegals collectors are interested in the historical aspect of the chips, and a little wear is just a natural part of that.
