I guess we'll just wait to see what David Ganz says, but I still feel chips are considered numismatic in nature and are used as "money of the casino." As I said earlier, there are numerous devices (including "commemorative medals" as listed) that fall under the HPA. Numismatic items are also "counting" items (Tally Tags) as I would think chips are used to count in the casino or game. I'd rather hear it from the "Numismatists Expert(s)" that casino chips are not considered to be included in the Hobby Protection Act.
