Hi Robert. I agree, this internet can be fun. I just took out a 6" steel machinist's ruler and placed the edge on the chip and held it up to a light. The ruler touches the rim on either side of the inlay. The inlay, therefore, is flush with the rim. I do admit that it does feel raised. I think there are 2 reasons for this: the embossed circle around the inlay and the tactile feel of the inlay.

I guess both you and John and I agree, not a crest and seal.
