Firstly, welcome to a great hobby!
For overseas chips, you will find over time that there are one or two serious collectors for most countries, and a quick request on the chipboard will usually get a response. Personally I know a bit about UK chips and always happy to help with queries if I can, and there are a couple of others both based here in the UK and in the US that also have extensive UK and European collections. No price guide that I am aware of, but I do have a website for UK chips that may be of use if you are interested - I haven't had the time to update for a little while, but I use it myself to check details when I'm not at home, and if anyone else finds it of use then great! One advantage, for me at least, is that with less collectors than for US chips, my UK chips can be cheaper to acquire, although the downside is trying to find them in the first place!!!
Best advice though (which many tend to agree with) - collect what you like the look of, and chips that mean something to you even if not that valuable, and you will have great fun.
