...rehabilitation worked....and maybe it does for a few of them...but
unfortunately, it doesn't work for most of them.

It's a tough problem to solve...and since rehabilitation doesn't seem to
be working...maybe it's time to try some "tough love" so to speak.

There are those in society that refuse to take responsibility for their
actions...they also cannot assume responsibility for their own recovery.
With that being the case, the innocent, respectible members of society
should be protected at all costs.

It has become very popular these days to blame actions on some "disease"
(in this case, the disease being addiction)...when we allow perpetrators
to do that, the blame for their actions shifts from them to the evil
substance. I think this is the problem.

Like I said, it's a tough problem to solve....
