this seller owes you a refund of $11.00. Based on what you say here....

Appearently the seller LIED? He did apparently COMBINE two lots each in separate envelopes. So you shouldn't have been required to have paid shipping/handling on two of the lots.
YOU PAID FOR 4 INDIVIDUAL SHIPMENTS THAT WERE PAID FOR AND ONLY 1 SHIPMENT WAS DELIVERED.

Did the return address or postal mark on the envelopes look to be from an "outside service" or was it the seller's name and address and using regular postage stamps?
