Money to restore buildings? Why, they steal it, of course! At least some of it - philanthropy only exists when it's someone else's money, viz obtained through a grant or simply re-routed from another budget/fund.
Pay from any government entity is extremely slow, often 6 months or so for wages. The end result is that when restoration/construction stops, it's usually because of lack of funds to purchase materials. Wages are the last to be paid.
