is the price of 1 ounce at the Large Envelope Rate and 1 ounce at the Package Rate.
It happens to me often when mailing 1 chip in a padded envelope. When I ask I can get the 88 cents and when I don't I get the buck 22 rate. Go figure.

Parcel means they charge MORE
