But there sure is in the Buying & Selling tools under Ending Your Auction.

"If you are ending the auction because you no longer wish to sell your item, you must cancel all bids on your auction before it ends. If you do not do so, you are obligated to sell to the high bidder."

It is also listed again under "Cancelling Bids Placed on Your Auction"

Thank goodness that you can delete some bids! Most people that have been selling long enough have had at least someone 'cancelled' for one reason or another.

At any rate, I believe the seller followed the guidelines correctly and I'll go as far as to give him credit for telling the truth in the cancellation reason.
