I think that you have explained, in your own words, the thinking behind the board...we felt that the local chapter should handle the membership issue...
each chapter has its own unique set of circumstances. Your chapter has a small
group of attendees, you do not want to discourage folks from attending...if the
interest is there, they will move to join the "international".
