That's part of the rub. The CCC began as an independent club. It was started before there were chapters of the CC & GTCC, before there were bylaws concerning chapters.

The few members of our chapter that don't belong to national don't receive any benefits from national.

Again, they don't receive any benefits from national. Show me a national group, Assn. or club that members pay dues to a local affiliate, the affiliate pays dues to be an affiliation, then requires the local members to pay dues again to the national organization. The affiliation (chapter) dues paid by the affiliation to the national organization are paid for out of the dues from the local members. To require those local members to join the national organiztion as individual members of it has the local members paying the national organization twice to belong to the local, one time through affiliation (chapter) dues and another time through required national membership. ...double taxation! That, to me, doesn't make sense!
