Ah, a whole other issue, Travis! Seems to me, however, that the larger the group, the more likely the ruling body WILL have the power to change the rules (matter of practical necessity). It is sometimes (frequently?) too cumbersome for the entire body to act on matters of routine.

Granted, that the issue we are discussing here is NOT one of routine & I agree (in 20/20 hindsight) that matters of this nature should be subjected to greater scrutiny and discussion (if not a club-wide vote) before changes are made.
