"Why aren't chapters and National considered one and
the same"

Very good question. We can look at the chapters as
a "branch" of National. A branch office. One
emblem...one C&BL. This should solve
everything....and for those who don't like it and
don't want to conform...they simply start their own
club. There's no reason why there can't be lots of
chip clubs like coin clubs...but don't dare use my
emblem. No additional dues; nothing (they can meet
at the K-mart coffee shop). If people want to
congregate they'll congregate anywhere.
