You didn't answer my question. Rules enforcement and law enforcement are frequently different animals, with rules having a higher level of flexability involved from the enforcement aspect.
I'd like to see Doris be a member of national. I'd also like to be able to give her a valid reason for doing so, a reason other than "because you have to".
As the bylaws are now written, I don't have to try to convince her that she would receive any benefits from national that I know she wouldn't.
Being in a position to influence people to further their involvement in our hobby is what we are really discussing here. We are both elected chapter officers. I think that I should be able to talk a new chapter member into joining national IF such a move will also be in that collector's best interest. Most of the time it is. Sometimes it isn't. I care about every member of the CCC, and I also care about every member of the CC & GTCC. I think that you have unfairly characterized me as not caring about club members with your last statement, "I think this answers a lot of questions, Bob. I think this is what troubles so many of us who care." If I didn't care, I wouldn't be a chapter officer. If I didn't care, I wouldn't have handled national convention publicity in 1999.
Now please, answer my original question.
