I also think this is a little short-sighted in the fact that the Obama administration, at this point, is only 3 years from being out of office. Only personal opinion but unless things shift he is a 1 term president. To think that he put this bill into place solely to shift the power to the executive branch knowing that it will take > 3 years to implement and that his administration will be out in a minimum of 3 and maxium of 7 years to garner whatever power the reviewer thinks he will receive from it is not a valid criticism.
