First, the issue wherein the "+" designations did not appear in TCR11. This was a strange result of .pdf conversion, and one that we cannot figure out. The +/- has always been in a separate field from the letter value and as a result the +/- designations have lined up in a column.

The way I've gotten around this is to concatenate the letter value with the +/- designation. So in future editions the + signs will appear, but the letter value and +/- sign together will be centered in the column and the +/- signs will not be lined up in a column... which is no big deal.

The second issue is what the +/- sign is actually based on. It is currently based on the actual numerical value of the chip and not the letter value. While this is probably a good thing for higher-end chips it is probably not good for lower-end ones.

As an example, if a chip's value has decreased from $9 to $6, it is still a "C" valued chip. In the current edition of TCR this shows as a "-" after the letter value, even though it has not changed. Probably not a good thing.

But as another example, let's suppose that a chip's value has decreased from $18,000 to $9,000. Still a "Z8" value. In the current edition this will show a "-" after the letter value, which is probably a very valuable piece of information. If the +/- is based on the letter value it will not show a change.

I'm inclined to switch the +/= to be based on the letter value, since it will impact the great majority of chips in the hobby. Bear in mind, though, the effect on high-end chips, where you will no longer be able to tell whether a chip has decreased in value within its letter designation.
