As I understand it, the palms covered prize money offered by outside organizers who operated independent tournaments. If that's the case their only "crime" was not doing due dilligence on these outsiders.
From what you are saying the Palms itself organized the tournaments and then ripped off the players. If that's the case then they should lose their license not just pay a fine.
