Membership in the Club MUST be a requirement if the Club is to maintain it's chartered responsibility with regard to chip collecting matters. Local members who are not members of the Club are not subject to the Club's ethical standards, By-Laws and Constitution. I know of NO national organizations which allows "local" membership without some affilliation fee to the "National". I think our officers really screwed up with their by-law change. Perhaps there can be an "Affiliate Membership" for some small nominal amount (although $20 per years seems cheap enough to me)for "local members" which would still allow the Club to exert disciplinary and arbitration authority.
