Sure you can blame them
In Response To: Empty Envelope ()

This seller obviously did not package the shipment properly; it can only be assumed that he or she was trying to save a few cents. Also, an eBay seller can put "not responsible for damaged shipments" in their auction description in big red letters but ultimately the onus is on the seller to get it there undamaged. Proper packaging for shipment is a cost of doing business and if a seller isn't willing to do it then they probably shouldn't be selling!
